UPI cleared 23.2 billion transactions in May 2026, by far the most ever in a single month. Most of that is rent, salaries, the kirana down the road, the chai stall on the corner. A sliver of it is people topping up a casino balance, and the part of the country that does the second one has spent the last five weeks watching the rules change underneath them.
If you typed "UPI casino India" into Google today, you arrived on this page asking two questions. The technical one: can I send ₹500 from PhonePe to 1winexch and have it land. The harder one: what does the federal Promotion and Regulation of Online Gaming Rules, 2026, which kicked in on 1 May, mean for me when I do that. Both questions deserve plain answers. This is the desk's attempt to give them.
What the PROG Rules 2026 actually changed
The Ministry of Electronics and Information Technology notified the Promotion and Regulation of Online Gaming Rules under the Promotion and Regulation of Online Gaming Act, 2025. The Rules came into force on 1 May 2026. Three points matter for anyone on a casino cashier page.
First, the Act sorts online games into three buckets: e-sports, online social games, and online money games. The third bucket — anything where you put money in expecting a money outcome — is prohibited, full stop, regardless of where the operator is licensed. An offshore licence does not exempt the platform from the Indian ban.
Second, the Rules direct banks and payment intermediaries not to process transactions to or from prohibited money-gaming platforms. The Reserve Bank of India and NPCI have the standing to issue payment-side restrictions, and they have. The enforcement is uneven across banks today, but it is hardening, not softening.
Third, players are not exempt. The Act provides for player-side penalties up to ₹10,000, with director-level prosecution available for foreign operators and fund-freeze powers for the Enforcement Directorate. The ED publicly seized ₹110 crore tied to Parimatch's Indian operations earlier this year.
Nothing in this section is novel reporting. All of it is in the Rules, the Act, and the ED press notes. We are surfacing it here because most cashier pages still do not.
Why UPI is the rail Indians still search for
Even with the new law, UPI is the rail anyone funding an online wallet in India is going to reach for first. Instant settlement. Free at the point of use. Two-factor by design — a registered device on one side, a UPI PIN you set yourself on the other. You do not hand over a card number, you do not type a bank password into a cashier you do not own, and the operator never sees your authentication. The rail is run by NPCI, which is independent of the casino, and that separation is the entire reason UPI is the safer rail compared to entering card details into an offshore site.
The catch sits on the bank's side, not the rail's. Some Indian banks decline UPI transactions routed to merchants flagged as gambling, and post-PROG that flagging is now a regulatory instruction, not just an internal compliance choice. A working UPI handle, a working device, a working internet connection, and the cashier still returning "transaction failed" is the most common pattern at 1winexch in mid-2026.
How a UPI deposit at 1winexch technically works
Six steps, end to end. We are describing them; we are not telling you they are legal in your state or compliant with the PROG Rules in your case. That is the reader's call to make with information in hand.
- Log in to 1winexch and select Deposit in the top-right corner.
- In the cashier panel, choose UPI under India payment methods. The screen will list compatible apps (Google Pay, PhonePe, Paytm, BHIM, and any UPI-enabled bank app).
- Enter the deposit amount in INR. The minimum UPI deposit is ₹500.
- The cashier returns a payment request — a QR code, a UPI deeplink, or a UPI ID to paste — depending on which integration partner the operator is routing through that day.
- Open your UPI app, confirm the amount and the merchant name shown by your app (not the casino's screen), and enter your UPI PIN.
- The 1winexch wallet updates within seconds. A minute, at the outside.
There is no card to type. No CVV. No OTP from the casino. The single authentication step is the UPI PIN you typed inside your own app. If the bank declines the push, you will see the failure inside your UPI app first and the casino seconds later.
Other payment methods 1winexch lists
UPI is the default, but the cashier page also shows the usual basket.
- Paytm Wallet: instant credit, minimum ₹500, maximum ₹5,00,000.
- Google Pay (UPI rail): instant, minimum ₹500, maximum ₹10,00,000.
- PhonePe (UPI rail): instant, minimum ₹500, maximum ₹5,00,000.
- Net Banking: 1–3 minutes; minimum ₹1,000, maximum ₹25,00,000.
- IMPS: 5–15 minutes; minimum ₹500, maximum ₹10,00,000.
All deposit methods are free of charge. The honest read: if a deposit rail works, it is UPI. If UPI does not work, the bank has decided. Switching to net banking or a card from the same bank usually does not get you around that decision.
Deposit and withdrawal limits at 1winexch
These are the figures shown on the live 1winexch payments page as of June 2026.

Withdrawal: the harder half
The deposit is the easy half. The withdrawal is where operators separate, and post-PROG, the withdrawal is the section most existing 1winexch users actually need.
Step one is KYC. No rupee leaves 1winexch before the operator verifies who you are. That means uploading PAN, an address proof, and a selfie matching the ID, usually inside the Verification panel of your profile. Do this on day one. First-withdrawal delays are almost always KYC delays in disguise.
Step two is the request. Cashier → Withdraw → select the UPI ID or bank account you previously deposited from → enter the amount.
Step three is the realistic clock. 1winexch advertises fast withdrawals. The honest range for a fully-verified account is:
- UPI withdrawals: 15–60 minutes when the rail is working.
- IMPS: 1–4 hours.
- Net Banking / NEFT: same business day; longer at month-end or around public holidays.
- First withdrawal ever: add 24 hours for KYC review on top of the above.
Anyone promising instant withdrawals from an offshore operator is selling, not reporting. Plan on the timeframes above and treat anything faster as a bonus.
Source-of-funds matters more in 2026 than it did a year ago. Operator policy at 1winexch is "withdraw to the same instrument you deposited from". Try to send funds out to a fresh UPI ID and you trigger a fresh KYC pass at minimum and a freeze in the worst case. The reason is regulatory, not customer-hostile: the same anti-money-laundering posture that the PROG Rules are sharpening.
Security: what UPI does and does not protect
UPI is two-factor by design. The first factor is the registered device — your phone, with its SIM bound to the bank account. The second factor is the UPI PIN, which only you set, only you type, and which lives in your own app. The operator never sees the PIN, never sees the card, and never stores anything that can be replayed against your bank.
What UPI does not do is shield you from what happens after the money arrives. Once a deposit lands at 1winexch, the funds sit in the operator's wallet, governed by the operator's international gaming licence and terms and conditions. Indian consumer protections do not apply at the operator. Whether the funds come back out depends on KYC, the operator's payout policy on the day, and the same bank-side payment rails that may now block them under the PROG Rules.
The takeaway: UPI protects the trip in. It does not protect the trip out. Pick strong passwords at the operator, turn on two-factor login, and never share a UPI app screenshot with anyone DM'ing you on Telegram claiming to be a "1winexch support agent". They are not.
Troubleshooting failed UPI deposits
Five reasons deposits actually fail, in rough order of frequency in 2026.
- Bank declined the transaction. Post-PROG, a growing share of Indian banks block UPI routes to offshore gaming merchants by regulatory direction. There is no public bank-wise list, and behaviour can change between transactions. Switching banks may help and may not.
- Daily UPI cap hit. NPCI's per-person daily cap is ₹1 lakh for most use cases, and your bank often sets a lower internal ceiling. Split the deposit, or wait for the next day.
- Amount below the platform minimum. The minimum UPI deposit on 1winexch is ₹500. Amounts below that are rejected.
- UPI app timeout. The payment request expires if you do not approve it within a few minutes. Restart the deposit and approve immediately.
- KYC pending or partial. Some deposit methods unlock only after verification. Finish KYC first.
If the error does not match any of these, screenshot the failure inside your UPI app — operator support needs the bank-side error code, not the casino-side one.
The tax and GST picture
Two distinct things, often confused.
The 28% GST you keep reading about applies to the operator. From 1 October 2023, GST is levied on the full face value of deposits into online gaming, not on operator margin. Operators absorb it or pass it through into bonus and house economics. It is not a tax you pay on the deposit slip.
Your personal tax exposure shows up on the way out. Net winnings from online games are taxed under Section 115BBJ of the Income Tax Act at 30%, with TDS deducted at source under Section 194BA at the same rate, effective 1 April 2023. The CBDT formula: net winnings equals withdrawals minus deposits minus the opening balance for the financial year. There is no threshold, no slab benefit, and no basic exemption — 30% from rupee one.
Offshore operators do not deduct TDS at source the way a domestic intermediary would. That does not extinguish the liability — it shifts it to you. The "UPI casino winnings are tax-free" line you may have read on some forum is wrong and is the wrong belief to act on. If you play meaningful volumes, talk to a tax professional.
